Healthcare for persons without legal residence in Norway

Everyone staying in Norway is entitled to receive immediate assistance and healthcare which is absolutely necessary and cannot wait.

Children's rights to health services

​All children up to the age of 18 have the same rights to health and care services as other children in Norway, but they do not have the right to be registered with a general practitioner.

Pregnant women’s rights to health services

​Pregnant women have full rights to maternity care and care in connection with abortions.

Adults’ rights to health services

Persons over the age of 18 who do not have legal residence are entitled to receive immediate assistance and healthcare which is absolutely necessary and cannot wait. You will have to pay for the healthcare, but advance payment cannot be a condition for you to receive care.

Right to care regarding infection protection

​Everyone is entitled to receive care regarding infection protection in accordance with Section 6.1 of the Act relating to the control of communicable diseases.

Medical care to prevent infection from communicable diseases which present a public health risk is free for all persons staying in Norway. You will be entitled to:

  • treatment if you have an infectious disease which could endanger public health
  • vaccination if you are at risk of being infected with an infectious disease which could endanger public health
